Hawley bill would limit export of biotech to China

Proposed legislation from Sen. Josh Hawley (R-Mo.) would give the U.S. government control over the export of biotechnology from the U.S. to China. The bill's text admonishes China for "consistently" stealing IP and manipulating lawful technology transfer to support its military and threaten the U.S.

The China Technology Transfer Control Act of 2019 would place all core technologies outlined in China’s Made in China 2025 plan, including biotechnology and advanced medical equipment, on the U.S. Department of Commerce’s export control list.
