PTAB sovereign immunity likely to move to federal courts

The Patent Trial and Appeal Board has rejected an attempt by Allergan plc (NYSE:AGN) to shield patents on Restasis cyclosporine from an inter partes review challenge by transferring them to the Saint Regis Mohawk tribe.
