Legislation to limit in-licensing, add biotech to outbound investment controls pressures Trump administration to curtail biopharma engagement with China

Bipartisan legislation targeting biotechnology under the U.S. outbound investment screening regime seeks to create a new set of restrictions on future U.S. engagement with Chinese biopharma. While the intent is to prevent U.S. companies from in-licensing Chinese biomedical products, the bill would give the Treasury Department discretion to determine which transactions would be prohibited.
