ARPA-H to be independent of NIH while residing within it 

HHS Secretary Xavier Becerra Wednesday announced the establishment of the Advanced Research Project Agency for Health and the appointment of Adam Russell, a former Defense Advanced Research Projects Agency official, as acting deputy director. Russell is the chief scientist at University of Maryland’s Applied Research Laboratory for Intelligence and Security.
