OXFORD - The European Commission has unveiled its plans to apply the so-called precautionary principle to life, the universe and everything, as fans of "The Hitchhiker's Guide to the Galaxy" would say.

Actually, the Commission is referring to any "phenomenon, product or process" with "potentially dangerous effects on the environment, human, animal or plant health," which pretty much covers the waterfront.

The policy paper released last week, "Communication from the Commission on the Precautionary Principle", invokes the need to arrest public unease about "potential risks to which the population or their environment are potentially exposed", when scientific evaluation does not allow the risk
