Rhetoric vs. reality on SBIRs

In last week's State of the Union address, President Obama told Congress and the nation that "jobs must be our Number One focus in 2010." He also praised small businesses as the engine for job growth, highlighted the importance of innovation, pledged fiscal restraint, and called for healthcare reform.

You'd think that legislation that promoted all of these goals, especially if it didn't cost the taxpayers an extra nickel, would streak through Congress like a rocket...
