States take diverse routes to health care reform

Ernst & Young on Friday released a report, "State Health Care Reform: Not Waiting for Washington", detailing health care initiatives in nine states: Florida, Hawaii, Kentucky, Massachusetts, Maryland, Minnesota, Oregon, Vermont and Washington.
The report ranks states on a continuum, reflecting the tension between market-based and regulatory approaches.
