That's everything the Clinton Administration's technology initiative has to say about biotechnology. Actually that's not entirely true. The initiative announced last week also acknowledges that "breakthroughs such as the transistor, computers, recombinant DNA and synthetic materials have created entire new industries and millions of high-paying jobs."
