OMB tells agencies to plan for budget cliff

The U.S. Office of Management and Business instructed the heads of executive departments and agencies to plan for "significant" budget uncertainty over the coming months, particularly ahead of potential budget sequestration on March 1. Sequestration would cancel about $85 billion in resources across the federal government, which could wipe out 25% of NIH grants this year and shoot a $320 million hole in the FDA's $3.9 billion budget, including user fees.
