NIH finds 'systematic' foreign theft of U.S. research due to lax disclosure rules

NIH's Foreign Influences on Research Integrity Working Group has identified specific instances of foreign influence in NIH-funded research and suggested consequences for violations of disclosure guidelines. The group presented a final draft report on the topic at a meeting of the advisory committee to the director on Thursday.

The report said "some foreign governments have initiated systematic programs to unduly influence and capitalize on U.S.-conducted research, including that funded by NIH. As members of these programs, small numbers of scientists have committed serious violations of NIH’s policies and systems by not disclosing foreign support (i.e., grants), laboratories, or funded faculty positions in other countries."...
