The COVID-19 pandemic is exposing and being exacerbated by the Trump administration’s dysfunctional command and control systems. The most recent example came Sunday as FDA Commissioner Stephen Hahn publicly defended his agency’s actions in a tweet to President Donald Trump, rather than using more conventional -- and private -- communication channels.
