Clinton takes aim at patent abuses

In a technology agenda released this week, Hillary Clinton proposed steps to curb abuse of patent litigation, simplify tech transfer and lower immigration hurdles for foreign start-up entrepreneurs and STEM researchers.

Clinton said she would reduce excessive patent litigation by requiring patent challengers to disclose the real party in interest and make specific allegations in demand letters, and by ensuring that litigants have "a nexus in the venue in which they are suing." She also called for allowing the U.S. Patent and Trademark Office to retain its fees, rather diverting funds for reappropriation, and setting a standard for faster review of patent applications. ...
