TSI Corp., saying uncertainties about President Clinton's health care policies were hurting its preclinical and clinical testing businesses, last week said it planned to reduce its staffing by about 10 percent. Chief executive James Sherblom told BioCentury that instead of growing 10 percent in the third quarter ended March 31 as expected, the company's business had shrunk by 15 percent.
