Think tank with Clinton ties proposes comparative effectiveness requirements

The Center for American Progress has developed a set of proposals for reducing government and private payer drug spending, including several that could be implemented by CMS and other federal agencies without new legislation. Clinton, who treats CAP as a kitchen cabinet, is espousing ideas that are consistent with the think tank's ideas about drug R&D and pricing.

CAP wants HHS to create or certify an independent agency to assess and commission comparative effectiveness research. The new agency also would recommend ranges of prices and price increases based on its assessment of comparative effectiveness. Under CAP's plan, CMS and/or FDA would require that drug companies publicly disclose on labels and in advertising the degree of benefit, if any, a new drug provides compared to existing drugs. ...
