Clinton calls for HIV vaccine

WASHINGTON - The White House last week unveiled a "National AIDS Strategy that breaks new rhetorical ground - the Clinton administration for the first time formally set goals of developing a vaccine to prevent AIDS, drugs to cure the disease and reducing the rate of new infections to zero - but does not signal a significant departure from current programs or finances.
