WASHINGTON - The balance FDA strikes in its efforts to base
regulations on sound science between precaution - avoiding mistakes even if
doing so blocks access to potentially valuable therapies - and accepting risks
if they are justified by public health benefits will be determined in large
measure by the character and priorities of the next FDA commissioner.
In addition, the success of FDA reform legislation and the
prescription drug user fee program rely on the efficiency and spirit the agency
displays in implementing them, which will also be determined in large measure
by the management style and capabilities of the next commissioner.
